Job Description

Background:  Founded in 2009 by a group of local medical students in partnership with community members to address disparities in health and health care delivery in Baltimore’s underserved communities, Charm City Care Connection’s (“CCCC”) mission is to promote health, self-determination, and self-advocacy for individuals and communities affected by drug use, stigma, poverty, and inequities, with a primary focus on serving individuals who use drugs.

Initially Charm City Clinic worked with the residents of East Baltimore – both by engaging them and providing preventive health screenings and comprehensive case management, addressing health disparities and inequities in health and access to care. After 10 years of work, the CCCC board and staff opened a harm reduction service program offering overdose education, naloxone distribution, sterile syringe distribution and collection, regular drop-in hours, weekly lunches and other activities to address the growing crisis of drug use and related health problems. Today, CCCC’s focus is serving individuals who use drugs through drop-in services, outreach, and case management, in collaboration with community partners.

CCCC has met the challenges of providing care these past two years of the COVID pandemic by pivoting and leaning into the community – when the need for harm reduction and supportive services were at all-time highs. In 2020 CCCC had more than 7300 interactions with participants in their harm reduction and supportive services programs, representing a 17% increase from 2019 in people accessing the syringe services programs.  More than 500 participants benefited from case-management services that included housing, mental health services, and food assistance – an increase of 150%. This work continued through 2021 with a deepening of relationships and partnerships in the community and an eventual re-opening of indoor services. 

With the departure of their Executive Director who successfully grew the organization’s budget and built and professionalized the staff, CCCC is looking for an Executive Director who can build on these past successes and ensure that high quality services continue to be offered to each client regardless of gender, religion, race, sexual orientation, age, or financial advantage, with compassion and respect for individual dignity.

Position: CCCC seeks an inspiring and strategic leader to oversee all administrative functions, as well as fundraising, programming and community outreach. The Executive Director will also lead the facilitation of the recently approved five-year strategic plan which focuses on developing a state-of-the-art holistic harm reduction service center together with a  sustainable harm reduction housing model and program. The ideal candidate will be knowledgeable about the full spectrum of harm reduction and will have a road map and the tools to move CCCC forward.  CCCC encourages a collaborative environment where staff are expected to be proactive in their work and encouraged to participate in the improvement of service delivery and the development of programs.

Specific Responsibilities

  • Oversee effective day-to-day operations of CCCC, maintaining the organization’s reputation as a provider of high quality services and ensuring a safe, confidential and hospitable environment for staff and clients
  • Together with the Board, communicate and sustain a clear vision, mission and strategy for the organization that covers overall programmatic, financial and operational systems, processes and practices
  • Oversee the ongoing facilitation of the strategic plan, setting direction for service goals, evaluation metrics and strategic planning for growth, expansion and sustainability
  • Cultivate a strong working relationship with the Board and staff based on trust, confidence, and transparency
  • With the Board President, recruit new Board members to meet the organization’s needs and demographics of the community CCCC serves, with a focus on those with lived experience
  • Develop and update internal policies, procedures, and protocols, including those related to human resources and direct services
  • Maintain strong financial oversight including annual budgets and quarterly financial reports; set long- and short-term financial objectives facilitating growth through a scalable and efficient service delivery model
  • Create and implement a strong fundraising plan; build and maintain relationships with donors – individual, foundation and corporate – and create new avenues of fundraising
  • Foster staff development in a supportive and inclusive manner, providing leadership and setting quality standards; when necessary, manage recruitment and hiring of new staff
  • Oversee all marketing and public relations activities, including social media, effectively communicating the policy positions, mission, and work of the organization
  • Drive a culture of diversity, inclusion and equity ensuring that CCCC embodies the values of racial and social justice in support of the population served
  • Advocate for harm reduction on behalf of CCCC’s clients
  • Establish and maintain a climate of trust and learning, encouraging collaboration in pursuit of organizational effectiveness and growth
  • Keep up to date on programmatic trends and community needs in order to propose and implement innovative changes in programs and services to best meet the needs of CCCC’s constituency

The Executive Director position requires a proven track record of accomplishments leading a nonprofit agency. The following qualifications are required:

  • Harm Reduction knowledge and a commitment to harm reduction principles; work experience in harm reduction and/or US drug policy a plus
  • Five or more years of senior nonprofit management experience; experience in a peer-to-peer based model a plus
  • Ability to provide transparent, visionary and credible leadership and advocacy for CCCC to ensure its continued excellence and provision of programs/services
  • Inclusive, hands-on, collaborative manager who listens and learns, while inspiring and guiding staff to maximize performance
  • Innovative builder who has had success growing an organization with oversight of daily operations
  • Experienced fundraiser, including managing government grants, restricted project funds, and overall accountability to donors
  • Solid experience working with and supporting a board of directors, including board development
  • Data-driven with the operational acumen to grow and maintain a financially stable and sustainable organization
  • Relationship builder with the know-how to build, cultivate, and maintain partnerships with diverse stakeholders in the community, including influencers and current/prospective funders of CCCC
  • Strong organizational skills with the ability to multi-task effectively, as well as address and solve problems or issues as they arise
  • Exceptional oral and written communications abilities, including persuasive presentation skills for diverse audiences
  • Highest levels of integrity and professionalism;  ability and willingness to handle sensitive and confidential situations
  • Experience working with and respect for culturally diverse stakeholders 
  • An active interest in social justice as it pertains to individuals who use drugs and communities impacted by the war on drugs
  • Self-starter with an entrepreneurial spirit and strategic growth mindset, comfortable with and capable of driving meaningful change
  • Sense of humor with the ability to function under under pressure
  • Deep, personal commitment to the mission and vision of CCCC
