POSITION SUMMARY

The Policy Director leads TransForm’s advocacy work to advance its goals and vision for the future of our region’s transportation and housing systems. We believe that the Bay Area should be a place where people can afford to live, access opportunities, and have an abundance of climate-friendly ways to get around. The person in this role will spearhead efforts to increase funding for transit and active transportation, reorient our streets away from cars, and create equitable, affordable housing opportunities.The Policy Director will manage their team to identify effective policy solutions, develop strategic campaigns, and build the diverse coalitions necessary to make change. A successful Policy Director will have a clear understanding of how we need to move policy and shift investment to redress inequities and reduce emissions to lessen climate change.

This is an exciting opportunity for a policy buff who has always wanted to guide a top shelf change-making team. TransForm is in a period of growth, and the Policy Director will be uniquely positioned to shape the organization’s policy agenda. This position is well suited for someone with a background in land use and transportation policy or planning, who prioritizes racial and social equity, and brings a collaborative and inclusive approach to the work. The Policy Director is a member of TransForm’s management team, helping evolve and develop the organization’s strategic direction. The Policy Director reports to the Executive Director.

RESPONSIBILITIES 

  • Lead development of the organization’s advocacy agenda and work closely with the Executive Director on developing an updated strategic plan. 
  • Identify opportunities to take action on key goals at the local, regional, and state levels, and lead the policy team in developing and implementing campaigns.
  • Partner with program initiative leaders to implement and expand our innovative ideas across the region and state.
  • Provide a strong anti-racist, anti-oppression lens to TransForm’s policy approaches and priorities.
  • Support the advocacy staff in facilitating deep, meaningful community engagement in local housing, land use, and transportation planning initiatives. 
  • Work with the communications team to amplify our activity and campaigns through online channels, events, action alerts, social, and earned media.
  • Cultivate relationships with key elected and appointed officials at the local, regional, and state levels to build political support for TransForm’s agenda.
  • Represent TransForm at events, public meetings, advisory groups, and to the media. 
  • Manage and mentor staff, volunteers, and interns around community engagement, research, planning, and advocacy efforts.  
  • Plan and manage departmental budgets.
  • Collaborate with the Executive Director and the development team on fundraising, focusing on foundations, government-funded opportunities, and corporate partnerships.
  • Following TransForm’s COVID 19 guidelines, this is a hybrid office/work from home position with occasional in-person activities throughout the community we serve.

Qualifications

QUALIFICATIONS

  • At least five years of experience with land use planning and transportation and housing policy (graduate school on related topics can count towards that time).
  • Commitment and experience working in strategic coalitions or networks with diverse stakeholders as an organizing strategy for advancing policy change.
  • Excellent written and verbal communication and public speaking skills, including translating complex issues to a broad audience and experience translating urban policy issues to the general public. 
  • Well connected to California-based advocates, government agency stakeholders, and elected officials.
  • Staff and team management experience, with a commitment to the professional growth and success of team members.
  • Experience leading and developing strategic policy advocacy campaigns.
  • Experience applying an equity analysis to policy to ensure positive outcomes for low-income people, Black and Brown communities, and people with disabilities. 
  • Excellent project management skills including budget tracking, deliverables review priortization and team management.

COMPENSATION AND BENEFITS 

This is a full-time (37.5 hour/week), exempt position, based in our Downtown Oakland office. Annual compensation is $95,000 to $105,000 based on experience and skills. Compensation includes health and dental insurance, generous vacation time, and transit benefits. TransForm also administers a 403(b) retirement plan.
