Position: Fiscal Spending & Grants Analyst 

THE OFFICES 

 

The Fiscal Spending and Grants Analyst will develop, maintain, and oversee program budget development and fiscal monitoring activities at both the state and local levels funded through multiple sources, including but not limited to Federal grants, State and Trust Accounts. This role is responsible for all administrative, fiscal reporting oversight and compliance activities. It includes developing annual budget plans, amendments, monitoring expenses, spending forecasts, and communicating fiscal reviews to different stakeholders. In addition to analyzing and approving all requests for state and federal funding and monitoring throughout the year, the Fiscal Spending and Grants Analyst will be responsible for collaborating in the development of federal grant applications, submissions, fiscal reporting, closeout and other fiscal monitoring and support.  

 

The Fiscal Spending and Grants Analyst will provide grant coordination and oversight within the “Offices”. The “Offices” includes, but are not limited to, the Commissioner’s Office, Office of Preparedness and Emergency Management, Office of Local and Regional Health, and the Office of Population Health. The incumbent maintains accurate records and documentation, prepares reports, and liaises with other program staff, DPH Budget office staff, DPH Accounting staff, DPH Purchase of Service staff and vendors. The individual in this position works under general supervision with considerable latitude for the use of initiative and independent judgment.

Qualifications

Our ideal candidate has: 

  • A passion for and is familiar with the social determinants of health and their measurement;  

  • at least four years of experience in work simplification, management ana­lysis, program analysis, methods analysis, economic analysis, fiscal ana­lysis, financial analysis, budget analysis, program administration, or program management; and  

  • a deep understanding of the principles and practices of fiscal management, contracting procedures, purchasing, budgeting, contracting systems, and grant policies/regulations.
