Job Description

ANHD is seeking an Equitable Reinvestment Policy Associate to support ANHD’s research and analysis in the areas of bank reinvestment and financial opportunity in community development. The selected candidate will conduct policy research and analysis to support ANHD’s decades of work to hold banks accountable to their obligations under the Community Reinvestment Act, fair lending, financial access, and consumer protection laws. 

 The Policy Associate will work with ANHD, our members, and allies on a campaign to ensure multifamily lending best practices that promote tenant stability and affordability and prevent displacement. This includes working with ANHD members, tenant associations, the FDIC, and private partners to preserve the affordability and physical conditions of the now-shuttered Signature Bank rent-regulated housing stock. In addition, the position will contribute policy analysis and research support to ANHD’s long-term advocacy on the role financial institutions and government play in ensuring low-income tenants, potential homebuyers, communities of color, and immigrant communities have equitable access to wealth-building opportunities.

This position will join ANHD’s Policy team and will work closely with members of the Organizing & Advocacy team. The position’s responsibilities will include, but are not limited to:


  • Responsible for ANHD’s Equitable Reinvestment and Responsible Banking policy research.
    • Remain well-versed in current reinvestment topics including: CRA, financial services, institutions, and products, lending, access to banking and local reinvestment.
    • Research NYC, NYS, and Federal policies, legislation, and regulations, particularly concerning low- and moderate-income BIPOC communities.
    • Serve as primary author on ANHD’s reinvestment practices reports, white papers memos and blogs.
    • Analyze existing and unique data sets on private or public entities relating to financials, lending, products, consumer services, foreclosures, and trends.
    • Draft charts, maps, infographics, and other collateral on research findings and trends for use by various stakeholders.
    • Participate in and curate external panels and convening, including for ANHD’s annual conference.
    • Work with ANHD’s communications staff to synthesize ideas into materials for diverse audiences.
  • Support ANHD’s campaign and capacity-building work around responsible banking, including:
    • Maintain relationships with and understand needs of ANHD’s constituency of neighborhood-based, not-for-profit organizations.
    • Represent ANHD and our member organizations at relevant events including participating in hearings, panel discussions, roundtables, press conferences and rallies.
    • Support ANHD’s ongoing Equitable Reinvestment Committee to advance campaigns and proposals in collaboration with ANHD organizing staff.
    • Collaborate with Capacity Building staff to support ANHD’s trainings, fellowships and programming as related to responsible banking and reinvestment.
  • Contribute to ANHD’s work environment and engage in collaborative processes and activities including racial equity training and team-building activities.


  • A strong working knowledge of affordable housing finance and underwriting.

  • A minimum of three years of professional experience in policy, advocacy, finance, or government role related to affordable housing and/ or community development finance, underwriting, asset management or preservation. 
  • A strong understanding of and interest in, City, State, and Federal housing development, preservation, and /or asset management issues.
  • Comfort liaising with government stakeholders, elected officials, and policy advocates.
  • Familiarity with and interest in equitable economic development issues will be considered but is not required.
  • Commitment to New York City’s neighborhoods, and respect for not-for-profit community development corporations, community organizing, and grassroots organizations.
  • Comfort working directly with community organizations and/or community-based campaigns.
  • Experience writing in a variety of formats, ranging from contributing to major policy reports to short blog posts. 
  • Strong analytical skills, communications skills, and strategic thinking are required.
  • Commitment to racial equity, and comfort applying a racial equity lens to policy and advocacy work as well as to interpersonal professional interactions and relationships.

Location Requirements:

This position is Hybrid. Applicants will need to work from ANHD’s office in Lower Manhattan at least two days a week.

Mid to Senior Level -- $60,000 to $80,000 / $70,000 to $90,000. Compensation dependent on experience.
