We are looking for an innovative, experienced and accomplished Senior Director of Information Technology to lead our technology and digital services business unit.

This is a hybrid role, requiring in-office presence 2-3 days per week located at CCAoA’s national  headquarters office in Arlington, Virginia, reporting directly to the Deputy Executive Officer.

Summary of Position:

The Senior Director of Information Technology is a strategic partner with Child Care Aware of America® (CCAOA’s) program staff and organizational leadership to develop, maintain and enhance day-to-day online presence, web-based, client/server applications, and cloud servers and the overall information technology services, infrastructure and strategy for CCAoA, its partners and key stakeholders (families, CCR&Rs, child care providers and states.)  The primary responsibilities of the senior director are to support and contribute to CCAoA's programs and initiatives by maintaining CCAoA's information systems, including various technical infrastructures, systems and servers, desktops, laptops, and phone systems.

The Senior Director of IT will be responsible for managing CCAoA’s existing IT infrastructure and systems performance to assess solution viability, operating costs, productivity levels, upgrade requirements, and other metrics to strengthen CCAoA’s internal capacity to build, procure and maintain relevant solution software to advance critical outcomes for children, families and child care providers. They will support overall IT governance of the modernization scope to ensure alignment with DoD contractual requirements, CCAoA business rules and industry standards for administration of public assistance.  They will also support the organization with the identification of software solutions to accelerate, modernize and automate current business processes to strengthen service-delivery to child care providers and families served under the military fee assistance program, and reduce CCAoA’s long-term dependence on internal IT development and custom build.

Position Duties and Responsibilities:

  • Oversees and manages Network Operations team, provides leadership, guidance, and promotes opportunities for professional development and learning.
  • Strategist, architect, and lead for CCAoA operational information technology infrastructure, e.g., hardware, software, network, and internet-based services.
  • Leads the IT team in the development of solutions, leveraging an agile-based methodology for delivery.
  • Ensure the security and integrity of all IT systems and data, implementing and maintaining robust cybersecurity measures.
  • In partnership with the CTO, develop and implement IT strategies, policies, and procedures to support the organization’s goals and objectives.
  • Monitor system performance and troubleshoot issues to minimize downtime and ensure optimal functionality.
  • Serves as lead person for basic systems administration support, including but not limited to, creating network user accounts, changing network passwords, maintain user groups and related security, network shares, login scripts, e-mail systems, anti-virus systems, etc.
  • Leads maintenance of existing on-site servers and network services, including but not limited to, reviewing event logs, applying service patches and hot fixes, installing applications, domain and local security management, install, replace and/or remove server hardware and services, as needed.
  • Leads setup, configuration, maintenance, and troubleshooting new and existing workstations (desktop and notebooks) for internal and external use, including but not limited to, reviewing event logs, applying service patches and hot fixes, installing applications, domain and local security management, install, replace and/or remove hardware and services, as needed.
  • Serve as a contact for computer and networking issues and concerns (Level I) such as: hardware operation issues, e.g. connectivity, printing, drive failures, and monitor settings; application use and operation; primary focus on Microsoft Office suite, especially Outlook and Word; software and hardware installation, including new client and limited server applications, anti-virus utilities, printers and print drivers, hard drives, tape drives, backup software, etc.; Setup services for all new and transitioning staff; Monitor of network usage and load, including reports of unusual or inappropriate activity.
  • Perform basic maintenance of Voice Mail system and telephony hardware and software.
  • Develop and maintain written policy and procedures that will facilitate the development of technical manuals for new and existing applications developed by CCAoA.
  • Codify the organization’s IT security protocols and requirements for all solution software.
  • Leads data recovery and Continuity of Operations (COOP) drills and policies.

Qualifications

  • Bachelor’s degree in related field or equivalent technical experience and 7+ years of relevant professional experience
  • Azure or cloud services systems administration a must
  • Demonstrated experience with virtualized server systems administration
  • Proven ability to gather business requirements, define prioritization and refine requirements into user story components (including, but not limited to acceptance criteria)
  • Competency in Confluence, JIRA and other online project management tools
  • Practice in diagnosing and resolving technical performance issues with very strong organizational skills and dedication to quality
  • Strong verbal and written communication skills, specifically via email and Web forums
  • Must possess strong customer service orientation and team building skills
  • Ability to communicate complex IT concepts with a non-technical audience
  • Highly skilled in basic computer and network repair, troubleshooting and maintenance
  • Results oriented with ability work independently and retain focus on established goals
  • Team oriented and strong collaboration skills required with ability to work cooperatively to achieve organizational goals
  • Ability to stay current and embrace new technology and skills quickly
  • Ability to work in an exciting, fast-paced, mission-driven organization
